An educational system that takes into account the needs of 21st century students should help them become productive and efficient users of technology, critical thinkers, independent, autonomous and lifelong learners. This re places the traditional forms of learning that value memorisation and mastery of content knowledge over student-designed demonstrations of skills, along curricula that are still information-based.

Assessment and Teaching of 21st Century Skills
To address these needs, ACER developed a combination of skill development frameworks, levels of skill development, and curriculum-orientated assessment and teaching tools. The skill development frameworks help address issues around the large number of frameworks and definitions for 21 st century skills, or general capabilities, which often lack a strong evidence base or detail of how they manifest in the classroom. The skill development frameworks outline the aspects students engage in when they are applying the skills and provide their evidentiary basis. The frameworks describe each skill within strands: the overarching conceptual category for framing the skill. Each strand is then further delineated as aspects: specific behaviours that provide foci for teaching and form the basis of assessment.
This is part of a growing international movement focusing on the skills required for students to master in preparation for success in a rapidly changing, digital society. Many of these skills are also associated with deeper learning , which is based on mastering skills such as analytic reasoning , complex problem solving , and teamwork. These skills differ from traditional academic skills in that they are not primarily content knowledge-based. During the latter decades of the 20th century and into the 21st century, society has undergone an accelerating pace of change in economy and technology. Its effects on the workplace , and thus on the demands on the educational system preparing students for the workforce , have been significant in several ways. Beginning in the s, government, educators, and major employers issued a series of reports identifying key skills and implementation strategies to steer students and workers towards meeting the demands of the changing workplace and society.

This book provides a detailed description of research and application outcomes from the Assessment and Teaching of 21st Century Skills project, which explored a framework for understanding the nature of these skills. The major element of this new volume is the presentation of research information from the global assessment of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. The outcomes presented include evidence to support the validity of assessment of 21st century skills and descriptions of consequent pedagogical approaches which can be used both to teach the skills and to use them to enhance key learning goals in secondary education systems. The sections of the volume are connected through a focus on the degree to which innovative assessment tasks measure the constructs of interest. This focus is informed by conceptual and methodological issues associated with affordances of 21st century computer-based assessment.
This second volume of papers from the ATC21S TM project deals with the development of an assessment and teaching system of 21st century skills. The first volume was published by Springer in Griffin, P. The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks.
